"I repeat that it is still a duty of the Member States which possess the levers of consular protection. However, it is clear that the European Union gives a framework within which the Member States – and I am going to mention the principle of solidarity again – help each other in this area on the basis of the principle of solidarity. In any case, the Council, and I am sure other institutions, would not hesitate to do all they could at their level if the need arose. In other words, that does not exclude the fact that for the time being this protection is offered by the Member States and does not exclude additional action being taken by an individual institution of the European Union.
