"Madam President, the rapporteur was, I understand, the Director-General of Spain’s police between 2002 and 2004. This means, I assume, that one of his last tasks before leaving office was to deal with the immediate aftermath of the terrible bombings in Madrid. I, therefore, accept the sincerity with which he now puts the case for extending the powers of EUROPOL in order to deal with new terrorist threats. However, I will not need to remind him that my country, too, has had a long history of facing up to terrorism and, like his country, that consisted for many years of a threat from separatists, which, in recent years, has been matched by the new threat of Islamic extremism. What I am saying is that my country is very grateful for help and cooperation from its neighbours where necessary, but, in the final analysis, it must be able to act exactly according to its own methods and procedures and on its own initiative. But what is being proposed here is not just a further encroachment of EUROPOL into areas that should be left under the control of Member States. Worse still than that, the Commission wants to change the legal framework governing EUROPOL so that any extension of EUROPOL’s powers does not have to be ratified by Member States. The rapporteur concludes his statement by saying that we must ensure EUROPOL enjoys maximum democratic legitimacy. Once again, we see that the EU, as it seeks to take powers from Member States, even in matters of policing, has a very strange idea of democratic legitimacy."@en1
