Our abstention on this report is due to the doubts surrounding the establishment of ARTEMIS, its functioning and its management. The formation of joint undertakings in the context of public-private partnerships, as is the case with the establishment of ARTEMIS in order to implement a Joint Technology Initiative, as set out in this report, includes the idea of using public funds for private purposes and interests, whereas cooperation in the other direction, either financial or involving the transfer of knowledge, seems to be absent.
In this context, the objectives seem to be contradictory as the private initiative pillar is founded on the accumulation of profits whereas the public service pillar is founded on the service of public interests and on the response to the concerns of the population.
However, investment in research, particularly in the area of integrated IT systems, is a contribution which we regard as essential for the development of technology in Europe."@en1
