"The European Union is not just a Single Market, it is above all a union of peoples who share the same values, in particular protection for individual fundamental rights. The adoption of the framework decision on combating certain forms and expressions of racism and xenophobia by means of criminal law was therefore urgently needed. Europe is taking action to combat racism and discrimination, and this is why an instrument is needed which guarantees the same level of protection in all Member States against racist and xenophobic acts. We have to strike a fair balance by ensuring an equivalent level of punishment for words and actions that incite violence and hatred, while at the same time guaranteeing the right to freedom of expression. So, for instance, we respect national traditions when it comes to condemning revisionism. However, I regret the fact that the scope of this proposal has been reduced by the requirement for unanimity in the Council, and I would urge the Member States to go further, together with the European Parliament, when this text is re-examined."@en1
