"Mr President, for the European Neighbourhood Policy to be effective, it must be constantly monitored and adapted to the geopolitical situation. Only in this way will it be able effectively to implement the tasks required of it by the EU.
The European Neighbourhood Policy still faces considerable challenges. These challenges consist not only in providing effective assistance for the creation of interstate or economic cooperation. Today it is also of vital importance to have an answer to the question of how we can help to remedy the situation in those countries where freedom is under threat. I am thinking particularly of Russia and Belarus.
The European Neighbourhood Policy must be a tool to exert influence on the authorities of those countries where political freedom and democracy are no more than a show, where journalists from independent media lose their lives in unexplained circumstances, and where opposition is systematically and often brutally removed from public life. Countries that act in this way must be made aware that such practices will be exposed and roundly condemned by the European Union."@en1
