"Madam President, next month in Bali the European Union must bring its full political weight to bear in order to make the conference a success. To that end we very much need the support of the developing countries and also of countries like China and India. To date those countries have contributed very little to climate change, but they
seriously affected by its repercussions. Europe must offer help to those countries and reach out to them so that they can adjust to climate change, and we must invest in technology transfer.
I am optimistic that in 2009 we can really get down to brass tacks and conclude a good agreement which the United States can also sign up to. But if the rest of the world does not follow Europe and agree binding targets, we shall need a plan B and even a plan C.
Plan B would be to set worldwide targets for reductions in every sector of industry, and if that does not work plan C would be to slap import levies on products from countries that refuse to implement the climate policy.
The proposed resolution is a good one and it merits our full support. My compliments to Satu Hassi and the shadow rapporteurs."@en1
