"Question No 49 by Michl Ebner () In June 2004, Croatia was finally accorded the status of an official candidate for membership by the EU. October 2005 marked the official start of accession negotiations, during the course of which the first 12 chapters have so far been opened. Croatia itself aspires to complete the negotiations by 2008/2009. In view of the positive developments in Croatia in the field of the market economy, the Rule of Law, democracy and human rights this would seem a perfectly feasible deadline. However, it is uncertain whether the EU can keep to this date, since objections have been raised to the effect that enlargement cannot take place without an institutional reform of the EU. What, in the Commission’s estimation, is the status of the accession negotiations? What support is the Commission giving (or planning to give) to ensure that Croatia can join the EU as soon as possible?"@en1
