"Mr President, urgent action is needed to fight climate change and, just as has been said here, all industries that release greenhouse gases into the atmosphere have to be involved in that action. Aviation cannot be given a free ride. The greenhouse gases from air traffic are increasing fast. This is important to remember, as it is often said that air traffic only accounts for two or three per cent of greenhouse gas emissions. As said before, greenhouse gas emissions from aviation have increased by as much as a half since 1990. The idea now to include air traffic in emissions trading is specifically an EU proposal. The purpose is also to establish a global system over the longer term, one where air traffic also shares the burden. We might now learn a lesson from the drawbacks of the general emissions trading directive and increase the proportion of auctioned allowances in the initial allocation of rights. The initial allocation, and the system as a whole, must encourage a reduction in emissions, so that short air journeys are replaced with train journeys, and that would suit especially well those regions with a dense urban network and population. On the other hand, we have problems in areas where there are fewer inhabitants and which are a long way from urban centres, and it is important that the European system should take account of remote areas in a balanced way."@en1
