"Mr President, ladies and gentlemen, I would like to talk about the tragic political situation in Lebanon and the role that the EU is urgently called upon to play. Today is all too typical of this crisis, because once again the election of the President of the Republic has been postponed.
Regional power squabbles affecting Lebanon have deepened the rift between political groups. As a result, the people are being held hostage, there is a risk of civil war and the whole area is unstable.
The EU, which is in partnership with Lebanon, is following an action plan determined by its Neighbourhood Policy. The EU and its Member States contribute 40% of international development aid. The Union has met its responsibilities in the strengthened peacekeeping force. Yet all this is useless unless a national agreement is reached to avert the crisis. The way ahead is difficult, if not impossible, owing to the failure of the presidential election. The Union must play its part as an effective negotiator and initiate real dialogue. We have no time to dither; we cannot just wait and see."@en1
