"Mr President, recently Valéry Giscard d'Estaing, former President of France and the main architect of the Constitutional Treaty that was rejected in the French and Dutch referendums, stated that the EU Reform Treaty adopted in Lisbon was no more than a revised version of the Constitutional Treaty, from which references to the Constitution had deliberately been removed. Let me quote his words: ‘above all to head off any threat of referenda by avoiding any form of constitutional vocabulary’ – end of quote. That is how EU citizens learned that a referendum on the Reform Treaty is a threat to Europe, and the authors of this Treaty concede that manipulations are deliberately being practised to deceive the peoples of Europe. This outrageous utterance shows that referendums on the Treaty are needed, but before they are held an honest debate is required, not least in the forum of the European Parliament. Our electorate must be made aware of what this document really is."@en1
