Neither has the Treaty of Lisbon and we therefore have to wait for the time being. I obviously cannot predict in October what initiatives or decisions the Council may adopt in this area. Furthermore, as you know, the Charter of Fundamental Rights is not in itself a legal basis for legislative initiatives. With regard to the issue of transport, as the Commission does not propose initiatives to be adopted by the Council in this area, this issue still comes under the competence of the Member States. It will clearly be up to them, at national level, to propose the necessary measures as they see fit and according to specific circumstances."@en1
