"Madam President, firstly I wish to express my satisfaction with this report. It is excellent that we are adopting a clear position against passive smoking.
I voted for this report because it is high time we acted at European Union level to prevent people from actually being exposed to the dangers of tobacco smoke. As we heard earlier, 650 000 people die each year from the effects of smoking. It is time to take action.
Despite my support for the proposal, I know that it will be difficult to put into practice and implement everywhere. Article 11 incorporates the notion that smoking should be banned in private cars everywhere in the EU if underage children are present. This is a good aim, but we have to consider how it might be monitored. A smoke-free environment is a goal we should strive for, but in future we will need to pay more attention to ensuring that the action we take is reasonable and that compliance with the law can be monitored."@en1
