"Ladies and gentlemen, Russia is an important partner, but its policies are a cause for concern. No statues of Mr Putin have been erected in the streets of Russia as yet, but there are signs of a personality cult. The candidacy of the State President in parliamentary elections is an unknown precedent in the history of a democratic state, just like the nomination of the head of the radical movement ‘Nashi’ for the post of minister for youth affairs and the refusal to receive a delegation from the European Parliament’s Subcommittee on Human Rights. Russia’s manipulations of foreign nations are dangerous. Investigations in Latvia show that Russia’s support for peoples is radically opposed to the integration of society. I also fear that the history of the political activities of those persons who recently organised the Russian forum at the European Parliament gives cause to believe there may be destructive plans in other European states. Our duty is to combat these manipulations, since Russia is pushing the limits of our patience. In relation to the dialogue on energy, it is necessary for the principles and ratification of the Energy Charter to form an integral component of the new agreement, in spite of Moscow’s dissatisfaction with the reciprocity clause.
