"Mr President, the European Union is going to have a new Treaty. Obviously there are some regrets that can be expressed: regrets about the abandonment in the text of the symbols of the European Union; regrets about the opt-outs won by some countries, particularly on the Charter; and finally regrets about the complexity of the Treaty, for which I am requesting a consolidated text so that Europe’s citizens can try to find their way around it. That would be good. All the same, this Treaty will give us the means to revive Europe, provided that we want to do so. With this text, the European Union will gain the tools it needs to continue its integration, to expand and to deepen its common policies. On energy, climate change, immigration policy, the fight against terrorism, economic coordination, foreign and defence policy and development policy, Europe can now move forward. It will simply be a question of political will. Nobody will now be able to use the excuse that the institutional means of action are lacking. Now, everybody will have to face up to their responsibilities, and in saying that, besides our institutions, I am thinking in particular of the Member States. That is good news for Europe and I hope it will be good news for its citizens."@en1
