"I voted for the report by my colleagues Alain Lamassoure and Adrian Severin on the composition of the European Parliament. They both knew that the current EP composition, established by the 2005 Act of Accession of Bulgaria and Romania, was to be modified, even if that meant going back to the provisions of the Treaty of Nice. I applaud Alain Lamassoure’s bid to rally his political family and regret that a number of national attitudes in disagreement with the Council decisions required some awkward debate, and eventually arbitration in plenary. This debate has highlighted the extent of national selfishness in some cases. Although I have my reservations about the idea of examining the possibility of electing some Members on transnational lists, I am happy with Annex 2 of the resolution, which requires the IGC to ask Parliament for a draft providing for the election of its Members by direct universal suffrage that provides a more accurate definition of the notion of ‘citizens’ in Article 9(a)(2) of the Treaty on the EU. The concept of a European citizen must certainly be defined."@en1
