We believe that the principle of degressive proportionality is reasonable and has good chances of being supported by the EU’s Heads of State and Government. The other proposals that have been put forward have no realistic chance of being accepted at the summit. The report gives Sweden 20 seats rather than the 18 we would get if the Treaty of Nice were to apply. It is therefore important for the treaty to be adopted. Otherwise the Treaty of Nice will apply, which would mean that all the Member States except Germany would lose seats. The questions of how to define the concept of citizen and how to work out the population base governing the distribution of seats must be investigated. We are very doubtful about trans-national lists for European Parliament elections. If the matter is investigated, however, we may accept it."@en1
