"Hungary has always championed support for the Constitutional Treaty – or, in its new form, the Reform Treaty. Hungary’s interest, and the Union’s objective, is that we should safeguard peace and our fundamental interests, and promote the welfare of the citizens of the Union, already approximately 500 million in number. Europe has changed, and the world has changed. The new security threats must be responded to with new strategies and new policies. Europe must prepare for change in all areas. I believe that the Reform Treaty can help to set Europe’s course, and to define its future operating framework, policy and the Europe in which we would like to live and succeed. I consider it important that the heads of state and government act responsibly at the informal summit on 18-19 October, setting aside their historical grievances, and that they reach a unanimous decision on the final text of the Reform Treaty, which can move the Union in the right direction. The objective of the summit is to adopt the text of the Reform Treaty, thus reinforcing the effectiveness of the enlarged European Union, and to increase the role of the European Parliament, the only elected body, and also the Union’s external action. The European Parliament has guaranteed and will guarantee its full support for the constitutional process and the creation of the Reform Treaty right up to now, and it trusts that the 27 Member States will ratify it as soon as possible. The representatives of the parliamentary groups will ensure that the Parliament is present at the Lisbon summit, thereby also reinforcing the creation of the Reform Treaty. The essential thing is that we need a Europe in which 27 Member States feel a joint responsibility for us to take suitable steps together for a better future. The time has come, and we have to prove it in Lisbon!"@en1
