"Mr President, I am voting in favour of the report by Mr Zatloukal on efficiency and equity in European education and training systems.
Vocational education and training policies have a significant positive impact on economic and social outcomes, on balanced growth and social cohesion. Low efficiency and unequal access result in high hidden costs – reduced tax revenue, increased requirements for health care and support from public funds, as well as the costs associated with a higher level of antisocial behaviour.
In the conclusions of the Lisbon European Council of March 2000, emphasis was put on education as the key to growth in the European economy and society.
This report presents sensible ideas concerning methods to reinstate effective teaching in primary and secondary schools as well as in universities.
What is also important is the appeal contained in the report, calling on governments in Member States to carry out long-term planning for educational priorities at national and local levels."@en1
