"I not an advocate of extreme feminism nor do I believe that democracy should be blind to gender and I therefore welcome this own-initiative report by Mrs Kauppi, on which I sincerely congratulate her.
The problem of balancing entitlement to a professional career and family responsibilities is an acute one that also covers maternal, parental and paternal leave. In view of the changed conditions in a globalised world we should, also at European Parliament level, encourage the Member States to modernise these systems. On the initiative of young families, it might be beneficial for Member States to consider introducing benefits during maternity leave for at least 12 months at a rate of 100% of income and during parental leave for at least 24 months at a rate of at least 50% of income, where mothers or, as the case may be, fathers look after their children on a full-time basis.
The period of maternity and parenthood is always referred to in legal language as leave despite the fact that not only mothers but also psychologists, doctors, sociologists and many other experts agree with parents that being on maternity or parental leave in no way constitutes leave. I believe that the time has come to start with the language used to speak about maternity and parenthood and to refer to maternity leave in more correct terms. When the gap in their active working lives is over, it is necessary to facilitate the unimpeded return of mothers and fathers to the labour market and the continuation of their professional careers.
I consider it important to emphasise the need for training during parental leave in order to deal with the changed demands of employment and to consolidate key areas of knowledge, such as the spirit of enterprise and the adoption of a scientific and technological approach. Structural Funds could also be used to that end in the regions. I believe that our society must place much greater value on maternity and parenthood. Parents have an extremely responsible role in the formation of society: the children they raise will shape Europe as a whole.
At the same time, these measures would enable many more women to dedicate themselves to a more demanding career, such as an academic career, in addition to bringing up their children."@en1
