"Mr President, when looking at the situation as regards implementation of European Union Directives, including the Directive introducing the principle of equal treatment between persons irrespective of racial or ethnic origin, I have found, as did the rapporteur, that many Member States have taken this Directive on board to a considerable extent, even going beyond the scope that it covers. With insignificant exceptions, Member States have given considerable attention to the full range of equal treatment between persons. Certain gaps and oversights remain that need additional work. Sometimes the regulations are contained in various legislative acts, but this should not create a barrier for the law to be implemented on the national level.
I believe that the legislative framework in the European Union is on a good level. What is more of a problem is the consciousness of people who may allow themselves to discriminate against third parties. At this time, however, we have to find an answer to the following question: how can we develop people’s consciousness and sensitivity in our global world?
