"Further to the recommendation of the European Parliament and of the Council in 2006, emphasising the need to develop lifelong learning, with particular reference to the unemployed, and the need to adjust to economic changes impacting on the operation of the labour market, I should like to draw attention to the importance of education in achieving greater mobility on the labour market, which represents an opportunity to reduce structural unemployment. I would like to emphasise the significance of the European Qualifications Framework in terms of increasing worker mobility. Equal access to education, which is such an important factor in ensuring that all children and young people have equal opportunities in life, is linked to the financing of education in the Member States of the Union. The differences between the financial resources allocated to education, qualifications and teachers' pay have a significant bearing on the chances of achieving that particular objective of the Lisbon Strategy. The report entitled ‘Progress towards the Lisbon Objectives in Education and Training’ adopted by the European Commission in 2005 clearly indicates that progress in that field had been inadequate in terms of achieving the desired outcome by 2010. That is why it is so important to focus on improving the quality of education, thus preventing social exclusion and increasing the competitiveness of our economy.
