"Mr President, I would like to express the hope that the Knowledge and Innovation Communities that make up the European Institute of Technology will be spread evenly across the European Union. This is particularly important because the Institute should be an instrument that mobilises the whole of the Community uniformly, and should boost competitiveness and technological progress, with the corollary of economic development for all the European Union, not just the old Member States. I would also like to use this opportunity to give my firm support to the Polish proposal to locate the offices of the Institute’s Governing Board in Wrocław. This is a rapidly developing city on the boundary between old and new Europe, on the borders of four states: Poland, Germany, Austria and the Czech Republic. It is a city with some excellent higher education institutions and nearly 150 000 students. Both the national authorities in Poland and the Wrocław local authorities, as well as the Polish academic world, are fully prepared to put this task into effect. I would like to stress that locating the Institute’s Governing Board and the Knowledge and Innovation Community in Wrocław will not in any way clash with the fundamental criterion for the EIT – the criterion of excellence; in fact quite the contrary. Polish research and academia is at a high European level, and in many instances is leading the world. The Institute must become an instrument that promotes higher levels of innovation throughout the European Union. This is the only way for us to have a chance to meet the challenges of a global knowledge-based economy."@en1
