"Mr President, when we hear about toxic substances in babies’ bibs, children’s clothing and toys, or even of self-igniting batteries, it is clear that our system of controls is not working properly. Nearly all European manufacturers have at least part of their products produced in China or other low-cost countries where cheaper products are used in order to make more profit, despite higher raw material prices and salaries. It is, of course, the importers’ responsibility to ensure compliance with the legal requirements and this depends therefore on their standards and controls. We have a dangerous problem of mentality when responsibility is shifted onto producers with a few words, and manufacturers would rather pay fines than initiate recall campaigns. This is where, in my view, the EU should start, perhaps by increasing fines so that they become more punishing, if information is not being passed on immediately and products recalled. In addition, CE marking must in my view become more than pure self-regulation by the industry."@en1
