"I voted in favour of the outstanding report by my excellent Czech colleague Miroslav Ouzký on the International Health Regulations, revised in 2005 by the General Assembly of the World Health Organisation (WHO). The purpose of these Regulations is to prevent the spread of diseases and to protect citizens against these diseases without causing unnecessary and costly interference with international trade. This international health mechanism must be implemented urgently in a coordinated fashion within the European Community because infectious diseases, as my admirable French colleague Françoise Grossetête points out, represent a threat and a challenge for every country.
Such health questions are once again going to raise the question of the quality of the controls at our external borders as regards both people and goods. It is essential to support the development of the European Centre for Disease Prevention and Control (ECDC), established in 2004, and the European early warning and response system for public health threats, which must encourage rapid and coherent application in the EU Member States of the International Health Regulations (IHR)."@en1
