"Madam President, today’s debate concerns the war on terror, the issue of security, the rule of law and personal freedoms, i.e. the highest values in the EU system. The European Parliament is tabling a series of questions for the Council and the Commission, the solutions to which are crucial to the security of citizens, the respect for law and the status of citizens’ freedoms.
I wish to concentrate here on the issue of the transparency of the European Union’s anti-terrorism strategy. Democratic control in this area, and especially the role of the European Parliament and national parliaments, guarantees the observance of the fundamental rights enshrined in the Treaty on European Union. May I remind you that the European Parliament’s resolution on the alleged use of European countries by the CIA for the transportation and illegal detention of prisoners recommends the use of methods that are in line with Article 6 of the Treaty on European Union."@en1
