"Madam President, in the global war on terror, the only way to ensure that fewer people die at the hands of ideological murderers is through good identification and assessment of terrorist threats. To this end we need a good and practicable European counter-terrorism strategy. The key to this strategy, in my view, is the creation of a European code of counter-terrorist procedure. I therefore welcome the Council’s initiative on this matter. Such a code is needed for reasons beyond simply harmonising the actions taken by Member States. It should also clearly define which measures are acceptable in the battle to prevent acts of terror. What we need, then, is the identification and detailed specification of situations in which the threat of terrorism is to be treated as a state of emergency, and mutual agreement on the use of certain concrete measures and certain legal measures, which will unfortunately restrict citizens’ rights and freedoms in some areas. The reasoned restriction of citizens’ freedoms is necessary, because without such restrictions we can tell the terrorists right now: we care more about your rights and freedoms than we do about the rights of the people you are killing in your attacks. It is also important to define the role of the counter-terrorism coordinator. We are faced with a choice: either we continue along the path of strengthening administrative competence and coordinating abilities, as during Mr de Vries’s time – although that path demands that we engage in some serious reflection and draw conclusions from what has happened over the past four years – or we should consider boosting the political profile of whoever holds this post. However, then the issue of competition with Javier Solana arises. One way or another, the decision we take on this cannot simply be based on personal views."@en1
