"Mr President, the European Commission's proposal concerning a milk mini-package will definitely help to simplify the CAP and reduce the administrative burden. Most of the sections in this package deserve support, particularly as regards allowing the production and marketing within the Community of milk for human consumption with more graduation of fat content then was previously possible, as well as the introduction of a single rate of subsidy for milk distributed under the 'school milk' scheme.
However, the elimination of subsidies for the private storage of SMP and cream raises some questions. The view of the European Commission is that EU operators did not use these support instruments for the milk market and, for this reason, they should be considered to be obsolete and unnecessary. At present it is difficult to predict with any certainty the future of the market for milk and milk products over the longer term, especially as the Common Agricultural Policy is currently undergoing changes, and for this reason the elimination of the above support instruments, even though they are not currently being used, would appear to be somewhat rash."@en1
