"Madam President, ladies and gentlemen, the answer is certainly yes. We are, and I am personally, committed to ensuring that all the international instruments see Europe as an actor and as a protagonist.
As regards the instrument to which you referred, as well as the other concrete initiatives, the Commission undoubtedly cannot, ladies and gentlemen, do everything alone. I should like to propose a directive on the criminal punishment of profiteers, or rather slave-traders, who use and abuse the victims of trafficking, but unless the Member States give their consent, unless the network of small, large and medium-sized enterprises in Europe supports us, such instruments will be much less effective. What I am therefore appealing for is for us to work together."@en1
