It is our responsibility to protect public safety and that also applies to the transport of dangerous goods. It therefore seems important to me that Member States should be able, if necessary and in a proportionate and transparent fashion, to require the use of mandatory routes. They must also be able to insist that carriers use one mode of transport rather than another if they believe that that will be safer for their citizens."@en1
