". The first railway package, which was intended to open up the market to international goods transport by rail by 15 March 2003 has had some degree of success. However, shortcomings and delays in transposition by the Member States can still be observed. Well, the consequences of these delays have repercussions on the restructuring of the railway enterprises and on the creation of a truly competitive market. As a number of aspects are still lacking for us to be able to reap the positive effects of the first railway package, we believe that resources must be created to correct the failings with regard to the execution of the legislation by the Member States. To achieve this, is it going to be necessary for us to have an independent and transparent national monitoring body with sufficient resources at its disposal to take an active stance against the existing distortions of the competition? We also need measures related to the creation of true interoperability – the lack of which in the railway networks is still the main obstacle to the realisation of an integrated European railway area – such as the rapid installation of the European Rail Traffic Management system, especially in the priority rail transport corridors."@en1
