"All I can say to the honourable Member is that it is my hope and desire that this will effectively be the case. In fact, the national authorities in Turkey are entitled to adopt whatever legislation they wish. The Council has no means, as you can imagine, of obliging Turkey to adopt any legislation. Naturally, the Council can make its wishes known on any given matter, and express its satisfaction. This is naturally what we have been doing, as you are aware, in the context of the negotiating process for Turkey’s accession to the EU.
