"I voted against the Vidal-Quadras report on the prospects for the internal gas and electricity market which prepares for the presentation next September by the Commission of a third ‘liberalisation’ package. First of all I am opposed to the liberal dogmatic principle of ownership unbundling (ownership and management of the network), because it brings no guarantee in relation to investments, supply, safety or access for third parties and renewable energy to the network. It does not ensure availability of energy at the best price for citizens and it does not fulfil public service obligations either. Why then disrupt the present organisation, which works well and ensures the effective independence of system operators, thanks, in particular to strong intervention by the regulator and putting in place strict rules to guarantee equality of treatment and a quality service to all users of the networks, even those who live in regions with a natural handicap and very remote regions. Furthermore, I think that the problem of the independence of the transmission system operators does not relate to the issue of the system of ownership, but to that of regulation. Why, therefore, ask for the elimination of the public character of energy operators?"@en1
