"There is no European critical infrastructure, it is national. Its protection is the responsibility of national governments, particularly given the threats facing the democracies from terrorism. I am, of course, in favour of measures that would genuinely enhance security. However, the directive is a further step in the EU's attempts to extend its reach into the security and defence sphere. This is its most objectionable element. The Commission seems to view security as a means to ensure that the, 'stability of the Internal Market is maintained', which misses the point. The proposed system of reporting risk and threat assessments to the Commission merely creates additional bureaucratic burdens and structures. The requirement for Member States to notify the Commission of specific critical infrastructures is counter-productive, as it would produce a list of targets that would be of great interest to the wrong people."@en1
