"Mr President, what Europe needs is wise and balanced leadership, but what it needs more is joint action in important areas on the basis of the declared values that have become the mainstay of this Union. If the Union is treated as a common market, then profit would come before the main aims of the Union, and it would no longer be a Union, but a market-place. If the European Union is to some extent to be a cultural and political organism, then only ‘more Europe’, as Mr Barrosso often says, will contribute to the greater good of every Member State. One point, however: I believe that the ‘equal influence’ system proposed by Poland, to which it was entitled, would not be a bad thing for real democracy and community, and for the equality of citizens. The double majority system could be interpreted as a signal that the European Union will not be enlarged over the next few decades. Finally, I would like to express a wish to all of us and especially to the President-in-Office who was to show understanding for both parts of Europe: may you be an example to your successor of that effectiveness in negotiation that can only be achieved when the welfare and rights of every European nation, true community and equality of the citizens are top priority."@en1
