". Mr President, rigorous implementation and enforcement are a priority for the Commission. The Commission is currently assessing how further to improve the correct application of our rules. The issue of public partnerships is of particular concern to a number of Members. Questions have been raised about the need to clarify concepts such as ‘public authority’ or the notion of what constitutes an in-house contract. I hear the call for a legislative proposal in this area. Amendments to this effect have been tabled. I have to say, however, that I am not convinced of the need for legislative action. Based on the evidence at hand, I believe it would be premature to go down that route. The Commission is studying national practices in this area. If this research demonstrates that clarification is necessary, we could then decide how best to provide such clarity. I welcome your report as a timely contribution to this reflection, and I look forward to working with the European Parliament and making the internal market deliver tangible benefits to consumers and businesses."@en1
