According to the Commission, its target of 550 parts per million (ppm) carbon dioxide equivalent will limit global warming to no more than 2 degrees above pre-industrial levels. However, in his recent research paper, climatologist Malte Meinshausen argues that there is only a 12% chance that this target can limit global warming to 2C. A draft of the IPCC report suggests that the probability may even be lower. In 2005, the European Commission's own research found that "to have a reasonable chance to limit global warming to no more than 2C, stabilisation of concentrations well below 550 ppm CO2 may be needed". Would the Commission clarify how it can set targets which it knows cannot achieve the desired result? What plans does the Commission have to lower the greenhouse gas concentration target to 400 ppm - the figure recommended by Malte Meinshausen - in order to maximise its chances of limiting global warming to 2C?"@en1
