"Mr President, at the end of this week, the German Presidency is due to present us with the conclusions of the debate being held on the institutional changes to the Treaties. It would appear that Poland and the Czech Republic object to the voting method in the Council, preferring a system that gives greater weight to the small Member States. At the same time, according to a survey in a reputable English newspaper, a large majority of voters in five important Member States, namely Germany, France, the United Kingdom, Spain and Italy, are eager to be asked about a new Treaty for the European Union through a referendum. According to the same survey, support for further enlargement of the Union is waning. In France and Germany, the majority of those asked were against the accession of Turkey to the Union. Would it therefore not be advisable for us to take account of the views of the citizens and not to rush into conclusions which come out of ‘secret meetings’ because, if we do, we run the risk of repeating the mistakes we made in the past and leaving a difficult inheritance for future generations."@en1
