"Mr President, in the early hours of 16 May, a group of young Spanish and Portuguese people – seven in all – did something that I would consider to be rather unwise: following a party they grabbed some Latvian pennants in the city of Riga, at which point they were arrested by the Latvian police, imprisoned and some of them ill-treated. For some time the Spanish Embassy was not informed of the arrest. Furthermore, they were kept in prison for 17 days and not allowed to leave Latvia for a month.
The problem is that these young people are accused of serious offences against the security of the Latvian State – which I would describe more as hooliganism – and this raises the issue of the extent to which the Latvian authorities realise that by indulging in this kind of security measure and applying criminal legislation adopted for other purposes, their behaviour is not what is normally expected of authorities when it comes to maintaining security within the Member States.
I would like the Latvian authorities to be aware that their behaviour in this case has not been normal."@en1
