"Mrs Gibault’s report aimed at improving employment conditions for artists deserves strong support. Most of the difficulties encountered by artists working in Community countries other than their country of origin are not due to cultural issues. They relate for example to mobility, visa policy, health policy, social security, unemployment and pensions. The report urges the Commission and the Member States to introduce a European Professional Register for artists. This would contain information on the status of each artist, the nature and duration of contracts, together with information on employers. The register would make it possible to transfer pension entitlements and social benefits acquired by artists in third countries when they returned to their country of origin. It would also allow experience gained whilst working in a Member State to be taken into account. The challenge facing European cultural policy is the creation of a dynamic cultural environment that is creative and innovative with respect to all types of art. By supporting this report we are committing ourselves to providing artists with the social guarantees enjoyed by all other European workers."@en1
