"Mr President, at the next summit the EU will be focusing on how to strengthen itself internally. The new, more compact Treaty will hopefully allow the EU to improve its capacity for making decisions and the EU will in future be able to concentrate on key, concrete issues. One of the most important of these will be fighting climate change and environmental matters.
The EU, Russia, Norway and Iceland agreed at the summit in Helsinki last November on a Northern Dimension policy. Environmental issues have in particular proven to be a success. An example of this is St Petersburg’s Southwest Wastewater Treatment Plant.
These environmental matters cannot, however, be left at the stage they have reached and this is not the time to stop; on the contrary, now is the time to move on fast. It is specifically in the north that the consequences of climate change are visible most dramatically, for it is there that nature is very delicate, and we have to protect the living conditions of the aboriginal peoples there. For that reason I do hope that under Germany’s leadership the additional financing for the Environmental Partnership Fund is guaranteed, and in so doing a more important role will be given to climate change and environmental issues in Northern Dimension policy and in the control of climate change."@en1
