"Mr President, Mrs Salinas García's report is very significant for the agricultural production sector. Unfortunately, however, it does not apply equal terms to producers in the old and new Member States. Supporting farmers by way of direct payments is particularly important for countries where the structure of agriculture is fragmented, with small holdings and monoculture, and where the income barely suffices to sustain farming activities. These holdings operate in a traditional and environmentally-friendly manner. The amended regulation should even out the opportunities for payments to farmers in the old and new Member States. It is hard to anticipate the effectiveness of fruit and vegetable production. Products of this nature can easily be damaged, prices fluctuate and there is competition from third countries. Climate change and increasingly frequent natural disasters also impact on effectiveness. By way of example I could refer to the spring frosts in Poland which affected 70% of currant, plum, pear and sweet cherry blossom. Polish fruit growers and market gardeners estimate that this year's losses will amount to 60%. Amendments 6, 7 and 12 to the regulation concerning Recitals 11, 13 and 18 and also Amendment 113 are particularly worthy of support."@en1
