"Mr President, an interesting meeting between the Committee on Agriculture and Rural Development and Mr Horst Seehofer, the German Minister for Food, Agriculture and Consumer Protection took place on 5 June. Mr Seehofer is the current President of the Council, and he made a clear presentation on the need to depart from the common agricultural policy and speed up the European Commission’s work in that regard.
One of the things we learnt was that milk quotas will cease to exist after 2015 and that temporary difficulties may ensue. What all this amounts to, therefore, is that the common agricultural policy is most likely to remain in place only until the new Member States are in a position to receive full payments. A host of questions spring to mind. One of the most important is: why were we not informed of this in the course of negotiations on accession conditions? Another important question is: why was preparatory work on changing the common agricultural policy started without first reaching agreement with the Member States and the European Parliament in view of the fact that the consultation formula is supposed to apply?"@en1
