"Mr President, I have voted in favour of this report on the grounds that the steps outlined in it need to be taken as a matter of absolute necessity if this European Union of ours is to be made a political union speaking with one voice to the outside world and hence capable of becoming a global player rather than a lame duck.
For this, the European Union needs in particular the further development of its own security and defence policy, with joint research, a joint procurement office, shared defence forces capable of acting autonomously, and joint operations funded from the EU’s Budget. Such a thing is dependent, however, on our acquiring a new regulatory framework in the shape of a new Treaty, and I trust that Mrs Merkel’s presence in the chair of the Council, combined with Mr Sarkozy’s pragmatism, will make it possible for a decisive step to be taken in the right direction."@en1
