". Mr President, the Council and the Commission want to increase the minimum rate of excise duty on alcohol, supposedly to reduce the distortions in competition and to promote the single market. The rapporteur states that the minimum rate set in 1992 and applied by a minority of Member States has not prevented other Member States from widening the gap by increasing their rates. The conclusion is that it is pointless to set minimum rates when Member States are free to set higher rates and the directive should be abolished. However, the EU is never going to relinquish control over anything, however pointless it may be, and certain countries will see their rates rise when the minimum rate is increased in line with inflation. This at least will teach new Member States a valuable lesson: the EU will interfere in that which is closest to their hearts and it will cost them money."@en1
