lpv:translated text	"Thank you, Mr President. I should like to begin by saying how delighted I am that Prime Minister Prodi is someone who is not tired of Europe. A philosopher once said that tiredness was the most serious threat to Europe. I should like to recall that when Mr Prodi was President of the European Commission he undertook the difficult task of enlarging the European Union. He saw enlargement through despite the negative views expressed frequently by the media and public opinion or at least by certain sectors of the latter. Mr Prodi succeeded because he believed in the future of Europe. I would like this same conviction to underpin current reflection on the future of Europe. There are many in this Chamber who share my view that the European Union is now in need of wise institutional reform. The question arises, however, as to the extent to which the Community method, referred to by Mr Prodi as the mechanism driving Europe forward, is invoked in the activities of the European Council. That is to say, what role does it play in the activities of the government representatives? Mr Prodi was wearing a certain hat at the European Commission, but he has donned a very different one at the European Council. To the outside observer it sometimes appears that national egotism is the one and only criterion used by the Council, not reflection on the basis of categories of common interest. I believe this is a particularly important matter. Parliament understands what it means to be a community, and that spirit is also present in the European Commission. What can be done to ensure that the European Council will also be guided by it?"@en1
