"As is well known, the June List believes that neither the EU nor its institutions should conduct foreign policy. A repeated pattern in the European Parliament is one whereby relations with a third country begin at the level of trade policy. That is something of which we approve. The trouble begins when further policy areas, such as foreign relations, aid and fisheries, are added. The EU should devote itself strictly to trade issues and cross-border environmental issues. In itself, Amendment 9 from the Group of the Greens/European Free Alliance is commendable. It should not, however, be dealt with by the European Parliament, because it relates to a foreign policy issue. At the UN’s request, Mr Ahtisaari has put together a plan for Kosovo. However, it is not the task of this House to give its opinion either on the plan or on what action Russia should take. With regard to the problems in Russia, for example the lack of respect for human rights and for the principle of the rule of law, the increase in trade is a good thing. When it comes to straightforward foreign policy issues, it is the national parliaments and governments, together with the UN, that should head up the work, however."@en1
