"Ladies and gentlemen, human rights are inalienable rights, and I feel that this is a fundamental value on which the entire European project is based. Given that we have held a very profound and emotionally-charged debate, I should like to quote exactly what the Polish deputy minister said in his speech. According to the deputy minister, the proposed law will affect all those who promote homosexuality or other deviations. I feel that this detail is a sufficiently clear signal for us to conclude that if the law is adopted it will stigmatise a particular category of people on the grounds of their sexual orientation, and for this reason it is unacceptable from the standpoint of European law. Ladies and gentlemen, the Commission will do everything in its power to uphold the rights of all citizens in all Member States, and I feel the message has come through strongly from this debate that homophobia is not only a phenomenon affecting some Member States, but rather a universal phenomenon. It is of course true that today we are dealing with a speech made by a member of parliament in a particular country."@en1
