If I understood you correctly, your proposal or idea would refer not only to alcoholic beverages but to all excise duty. But even if you did not mean that, if we did decide to abolish the minimum rate on alcoholic beverages, that would have an impact on the excise duty on energy and tobacco products.
I do not think it could be a solution, because if there were no minimum rate that would inspire some Member States to opt for very low or no excise duty at all. That in turn would generate more smuggling and more cross-border shopping, which would certainly result in further distortion in the internal market. I understand the logic of your thinking, but I do not think that it would solve the problem. On the contrary, it would create further distortions in the internal market."@en1
