Would you agree that increasing minimum rates by any percentage on excise duties that are zero in some countries ends up in a zero increase, so the divergence gets even bigger? Are you not aiming at an impossible target, and would not the best thing be to eliminate minimum rates altogether and allow the free market to operate freely in commercial and personal-use products?"@en1
