"Mr President, we know what the Iranian Revolutionary Guards do: they are responsible for the AMIA bombing in Argentina, the Khobar Towers bombing, Shehab III and the capture of 15 UK servicemen in return for the arrest of five Pasdaran in Erbil. Hizbollah’s international leader, Imad Mughniyah, is Iranian. A missile defence system is all about threat assessment and priorities. The threat is here. We have to protect and strengthen Europe. South-western Europe needs protection against terrorism. South-eastern Europe needs active layered-theatre ballistic missile defence. Within NATO, we have to build national missile defence systems, but we have to accommodate the third pillar. As for Northern Europe, the Czech Republic, Poland and the US East Coast, we can achieve complex missile defence architecture through sharing data and information in NATO command and control. You know it. It is doable. Sharing information costs less than EUR 1 billion. To do it, we need bilateral consultations and NATO consultations, but sovereign state decisions. Most of all we need responsibility: my responsibility and your responsibility."@en1
